Summary
This position performs a wide range of administrative and analytical support functions for assigned service lines that do not have a dedicated Administrative Officer. They primarily support Safety and Emergency Management Service - Prosthetics and Sensory Aide Service - and Supply Chain Management Service - and may provide temporary administrative support to other Assistant Director or Associate Director service lines during vacancies or periods of increased workload.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 05/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment - position classification - performance - training - etc.; preparing letters - reports and presentations; retaining procurement records and reconciliations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. - if related. OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate school. Duties
This position provides staff assistance in the areas of administrative management - personnel administration - budget and financial support - procurement and property support - records and office management - program analysis - and related operational coordination needed to support efficient service operations
Major duties include: Assists in developing and implementing internal administrative procedures to comply with directives concerning administrative matters
Functions as an administrative point of contact for assigned services by explaining established service policies and assisting staff with implementation
Maintains and updates databases and shared computer drives
Serves as an administrative liaison for Safety and Emergency Management Service - Prosthetics and Sensory Aide Service - and Supply Chain Management Service on human resources matters
Prepares and submits documentation for personnel actions such as recruitment - promotion - reassignment - disciplinary actions - etc
Assists with administrative coordination related to audits - investigations - disciplinary actions - attendance at management meetings where labor-management relations matters are discussed - Bargaining Unit meetings - etc
Monitors - coordinates - and provides regulatory guidance on all personnel actions - organizational structures - and position management for the Service.\\ Participates with budget planning and financial management
Attends budget calls - reviews guidance and instructions - and briefs managers on schedules and data requirements
Reviews financial reports and works with the appropriate accounting office to resolve discrepancies
Prepares procurement requests - helps evaluate proposals for work - and maintains procurement records
Coordinates with service chiefs and designated staff regarding purchasing needs and supply use
Serves as a Contracting Officer Representative for assigned service contracts
Monitors contractor performance against contract requirements - conducts regular performance reviews - and verifies that goods and services meet contract specifications
Work Schedule: Monday - Friday - 8:00am - 4:30pm Telework: May be eligible on a limited ad hoc basis
