As Instructional Designers, we often track training completion in spreadsheets. But rows and columns rarely show us the real shape of a learning culture. So I used Gephi to model a sample organizational training network. šµ Blue nodes: Training topics š£ Purple nodes: Employees Each connection represents actual participation, not just assignment. When the data turned into a network, the story became much clearer: š¹ Hidden silos appeared immediately. A group of employees clustered only around Health & Safety, completely disconnected from core digital topics like Data Security. They are compliant ā but isolated. š¹ āSuper Learnersā stood out naturally. Employees like Emp #7 emerged as bridges between technical and soft skills. These are not just learners ā they are potential mentors, knowledge carriers, and internal champions. š¹ Core vs. Edge became visible. While Data Security sits at the heart of the learning culture, Leadership training appears at the fringe, signaling a possible disconnect between strategic development and daily learning behavior. This reminded me of something important: Instructional Design is not only about creating content. It is about revealing gaps, breaking silos, and intentionally designing connections. Spreadsheets show who completed what. Networks show who is truly connected to learning. How do you currently look at your training data: as a list ā or as a living system?

OpenAI just dropped something last week that should be on every L&D professional's radar. They've introduced the Learning Outcomes Measurement Suite (LOMS) ā a framework designed to track how AI use affects student learning over time. Not just whether learners like using AI. Not just short-term recall scores. But deeper cognitive outcomes: persistence, motivation, creative problem-solving. It monitors model behaviour, how learners interact with it, and which cognitive outcomes change over time. And here's the line that stopped me: "What really matters is whether the gains and associated productive behaviours remain durable." Yes! Because that's the real question -Ā not whether learning happened in the moment, but whether it stuck. Limited studies show AI tutoring offers short-term recall gains, but there's little insight into lasting effects. We're seeing early signals that it can go deeper. A learner working with an AIReady⢠AI coach at a healthcare client told us: "I really enjoyed the cases because they provided a realistic setting in which to apply the material being presented." Realistic application is where transfer begins. And we're starting to see it in the numbers too. One Higher-Ed client has seen desired behaviours nearly double after AI-enabled training implementation ā measured through concrete actions, not just self-reported satisfaction. Anecdotal? Yes. But worth paying attention to. OpenAI's framework is a step toward metrics on learning with AI. Stop counting bodies in chairs. Start measuring lives transformed. Weāve all done it. "300 people trained." "500 brochures distributed." "60 attendees at the workshop." Those numbers look neat in a report. But hereās the hard truth: they donāt prove anything changed. If your metrics stop at attendance, youāre only measuring presence, not progress. Hereās what to track instead to show impact. 1. Behaviour Change ā Not just who showed upābut whoās doing something differently because of it. For example: % of participants applying new skills 3 months later. 2. Shifts in Power or Voice ā Are people speaking up, making decisions, or influencing policy now who werenāt before? For example: # of women participating in community planning meetings. 3. Application Over Satisfaction ā A positive workshop rating is great. But what got implemented afterward? Example: % of trained staff integrating gender analysis in project design. 4. Ripple Effects ā Look beyond the immediate participants. Who else benefited from the change? For example: # of households affected by improved access to services after advocacy. 5. Long-Term Usefulness ā Was this a one-time flash or something that stuck? Example: Follow-up interviews 6ā12 months later to assess sustained change. Why It Matters Donors are asking: āWhat changed because of your work?ā If your answer is only about what you didānot what shiftedāyouāre at risk of losing relevance and support. Though often used interchangeably, these concepts have distinct differences and significance. Program Evaluation Program evaluation refers to the systematic assessment of a TVET program design, implementation, and outcomes. The primary goal is to determine program effectiveness in meeting its objectives. Program evaluation typically focuses on answering questions such as: Is the program achieving its intended outcomes? How well is the program being implemented? What are the strengths and weaknesses of the program? Program evaluation is often conducted at different stages of a program lifecycleāformative (before it begins), process (during implementation), and summative (following completion). It provides valuable insights for program improvement and decision-making, influencing policy, funding, and strategy development. Performance Measurement On the other hand, performance measurement is a more focused, ongoing process that tracks specific indicators of success within a program. These indicators may include enrolment, graduation rates, job placement rates, and employer satisfaction. Performance measurement provides real-time data that helps educators and administrators understand how well certain aspects of the TVET program are functioning.
