ITU GSR26: Shouldn’t regulators understand technology…and data? On the way to Ankara this week, I was told not to expect anything too exciting. Whether that was commentary on the city or the International Telecommunication Union Global Symposium for Regulators, I’m not sure. If you don’t know the GSR, it’s an ITU-led congregation of telecoms policymakers from across the globe. For me, this year’s edition was an opportunity to understand how those policymakers are thinking about the tech they are regulating as well as the data they’re using to make decisions. The Bad News Never a fan of formality, sessions filled with prepared statements and perfunctory “thank yous” were mildly annoying. They also gave no indication that the people responsible for setting policy have a clear grasp on the tech they need to be paying attention to. Take the session “Anticipating: Are we ready for what’s next?” as an example. It promised insights into how regulators and industry are thinking about AI, 6G, quantum and space-based comms. It delivered was a smorgasbord of aspirational jargon: optimal design, framing mechanisms, behavioural insights, enabling environments. The Good News Most people come in order to engage beyond the public content. And, across my own meetings with heads of regulatory bodies, telco regulatory leads and other folks, the story was much more nuanced. We spent a lot of time talking satellite, sovereignty, AI, 6G, network resilience and even Open RAN - pretty much everything that should be on the agenda. The depth of understanding across each of these varies. Obviously. But there’s clear depth beneath the rhetoric. A clear understanding that policy must adapt to new tech capabilities. You can even see this from a far if you look close enough. Go look at the ITU’s release of work on “Regulatory perspectives for satellite communications to connect underserved communities.” Is the title catchy? No. Is it a bit on the long side? Yes. Is that because it’s packed with case studies, comparisons and decision-making tools which attempt to frame the aspirational jargon I mentioned in terms of critical technology dynamics? Also yes. Am I a tad jealous of the good work done? Maybe. And the case study part brings me full circle to the question of how data is being used to make decisions. A big part of the messaging at GSR 2026 was focused on the need for robust market and consumer data to make meaningful policy decisions. It seems so self-obvious that it wouldn’t need to be said. But it’s a reminder that accurate data isn’t always easy to come by. And, even when it is, most folks concentrate on understanding the market they’re in vs. trying to learn from others, leaving them blind to important lessons…all of which makes the work at events like GSR critical, if not always exciting to your friends and neighbours.

#6G made an appearance this year at #MWC26. From a standards perspective, 6G is no longer theoretical, but it is still early as the industry is still in the study phase focused on feasibility. Studies began last year and are expected to conclude by mid-2027, after which #3GPP will decide which features made it into the first 6G release.
