Check out this video testimony from Nevada County Sheriff’s Office showing how their new Lenco BearCat G3 and switching from an MRAP has strengthened their agency’s capabilities. The BearCat, acquired in June 2024, is built to protect deputies, enhance rescue operations, support critical decision-making, and safely manage high-risk situations. It has already been used on missions including a high-risk warrant and shooting incidents. Compared to the MRAP, the BearCat is lighter, more agile, and off-road capable, offers improved visibility, and requires only a standard driver’s license, allowing deputies to deploy it quickly when every second counts. “It’s actually just that much more versatile.” – Sergeant Stanio of Nevada County SO Training is a key part of their approach. The Special Enforcement Detail team ensures all deputies are familiar with the vehicle’s features for optimal performance in the field. We hosted our first webinar last Monday. Richard Antcliff, who spent 30 years in local government including as Public Protection Manager at Harrow Council, joined us to walk through how they built their fly-tipping enforcement programme from the ground up. Three things that stayed with me: FPN amount does not determine payment rate. Process does. Research compared payment rates across councils at different fine levels and found almost no variance between £200 and £1,000. Hotspot intelligence changes everything. Harrow's top six locations drove most of their repeat activity. All six needed a targeted response, not a general one. CCTVs alone do not work translate into outcomes. The footage is only useful if it reaches the right officer in time to act on it. Councils that get long-term results use a full stack approach combining enforcement, investigation and communication. Calgary continues to grow and transform at a rapid pace, and conversations about how we live, how we govern, and how we build our city are essential- especially among young people. Today, I watched a CityNews report by Rayn Rashid titled "Calgary mayor pitches return of downtown police station," where he interviewed both the mayor and local citizens to gather their perspectives on the importance of having a police station downtown. Calgary is currently engaged in a fundamental conversation about the future of its urban core. Mayor Jeromy Farkas and the City Council have proposed exploring the establishment of a permanent downtown police station. If it moves forward in the Executive Committee, the proposal will head to Council on May 26 and will include a comprehensive analysis of location, costs, and public-private partnership models. What stands out to me most is the approach. This initiative brings together key players, including the Calgary Police Service, the Government of Alberta, and the business sector. This last point is crucial: in the report, local business owners shared the challenges they face due to the perceived lack of increased security around their establishments. Because of this, the proposal is about more than just surveillance; it is about protecting our city’s economic engine and ensuring that those who invest and work downtown can do so in a peaceful, prosperous environment. It is a way of viewing safety as a system interconnected with urban life and public trust. Through my studies in International Relations and sustainability, I have learned that urban centers concentrate key drivers of development. In approximately one square kilometer, downtown Calgary houses over 42 million square feet of office space and a constant flow of people. Spaces like this require solutions that integrate planning, infrastructure, and social well-being. As Mayor Farkas highlighted during the interview, this is an opportunity to understand how we can address not only crime but also its root causes. In my opinion, this is a great moment to reflect on how we can support this initiative through our roles as citizens, working collaboratively to build a safe and prosperous city for everyone.

Online Gun Ad From RCMP helps in Toronto arrest of Ghost Gun Manufacturer The Toronto Police Service’s Project Cluster is a clear demonstration of how open-source intelligence (OSINT) can directly enable real-world law enforcement outcomes. In this case, the investigation began not with a traditional tip or surveillance operation, but with something far more accessible: an online advertisement. Forwarded by the Royal Canadian Mounted Police | Gendarmerie royale du Canada , the ad triggered a deeper inquiry that ultimately led to the arrest of an individual operating a sophisticated 3D-printed firearms setup. Authorities reportedly uncovered not only multiple privately manufactured firearms, but also 3D printers, digital files, and components, linking the suspect to prior gun discharges. What began as a single online data point evolved into a case connecting digital activity to physical weapons and community safety risks. Project Cluster highlights a shift policing: the online environment it is often the starting point. Increasingly, investigations into illicit firearms, particularly “ghost guns” and 3D-printed weapons, originate from digital breadcrumbs such as ads, marketplace listings, forum posts, and shared files. These signals, when identified and analyzed effectively, can expose entire production networks that exist largely outside traditional regulatory frameworks. This pattern is not unique to #Toronto. Across North America, multiple cases reinforce the growing value of #OSINT in uncovering decentralized firearm manufacturing operations. In the United States, several high-profile investigations have revealed individuals running home-based 3D-printing gun workshops after being identified through online activity. In New York, for example, authorities seized dozens—sometimes over a hundred—privately manufactured firearms along with printers and parts. These cases were frequently tied to online ecosystems where blueprints, instructions, and even sales were facilitated, often through mainstream platforms or niche digital communities. While not all cases begin with a clearly defined “advertisement” like Project Cluster, they share a common thread: online discovery leads to offline enforcement. Social media groups, encrypted messaging platforms, and file-sharing sites have become hubs where individuals exchange designs and knowledge. In some instances, investigators have traced suspects through posts offering parts or services, or through digital footprints left while participating in these communities. What might appear as fragmented or low-level online activity can, when aggregated, reveal a much larger and more organized operation. Research supports this trend. Over the past decade, hundreds of cases across North America have involved 3D-printed or privately manufactured firearms, with a significant portion linked to online distribution channels—whether through direct sales, shared files, or promotional content. The accessibility of these tools means that individuals can move from interest to production rapidly, often leaving detectable signals along the way. OSINT provides the means to capture those signals early. The takeaway from Project Cluster and similar investigations is that online intelligence is not just supplementary—it is actionable. A single ad, post, or file can serve as the entry point into a broader network of illicit activity. When law enforcement agencies invest in the ability to identify, monitor, and analyze online indicators, they significantly increase their chances of disrupting operations before they escalate. Ultimately, Project Cluster underscores a broader reality: the path from keyboard to crime scene is shorter than ever. Tasers have been used by Australian police for more than a decade, but unlike places like the UK and New Zealand, there's no requirement to publicly report how often, to what severity, or who they're used against. Dr Emma Ryan, a researcher and lecturer in criminology at Deakin University, says this lack of transparency weakens public oversight and makes it harder to assess whether these weapons are being used appropriately and equitably. She was recently featured as expert commentator in on Australian Broadcasting Corporation (ABC)'s Four Corners program, discussing the potential 'mission creep' of these weapons being incorrectly used as a tool for intimidation.
