BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Environmental Program Manager for an on-site position to fulfill all requirements of the Performance Work Statement (PWS) for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site Environmental Program Manager will provide the planning, coordination, technical direction, and surveillance of the program team and activities necessary to ensure disciplined performance of work and timely application of resources for the accomplishment of the Performance Work Statement (PWS).
Job Duties & Responsibilities
Ensure environmental technical expertise and support services are obtained, directed, and managed successfully to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the Environmental Compliance program at NASA Goddard Space Flight Center and Wallops Flight Facility. The on-site program manager must have at least 3 years' Environmental Program Management Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in at least one compliance media (e.g. water, air, tanks, waste); and have multi-media environmental experience with federal and state regulatory compliance and in risk assessments
Manage all project elements including NESS staff, internal project teams, multiple subcontractors, vendors, and relationships with NASA and regulatory personnel in accordance with PWS requirements and BB&E standard operating procedures
Organize and execute project work including the appropriate delegation
Lead project teams in a focused collaborative effort through successful execution of project requirements. Demonstrate subject matter expert skill sets to support private and government sectors
Lead, mentor, and train junior staff, provide direction, vision, and strategy for the company and the project
Provide overall management and administrative functions to ensure that the team are available, and resources allocated and that the PWS tasks and deliverables meet performance requirements. The Team Lead shall ensure that all labor, services, and materials necessary for program management, business management and associated services to meet the PWS are successfully delivered
Process the payments of Permits/Fees related to the work on this contract
Utilize NASA furnished databases or other NASA-authorized software.
Notify, document, and obtain concurrence of the Contracting Officer's Representative (COR) and approval of the Contracting Officer (CO) for all deviations, waivers and non-compliance to the requirements specified in this PWS
Maintain a comprehensive Safety and Health Plan.
Complete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month.
Track and report all workplace-related injuries, property damage, and near misses. Aggregate for all contract personnel and submit a Contractor Monthly Accident Report

Knowledge and experience with Federal Environmental laws and regulations
Professional registration and/or certifications in fields of expertise preferred
Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required
Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team
Experience & Education
Experience: Three (3) years' management experience in Environmental Program Management Experience, including indirect services procurement (i.e. management of subcontracts); be a subject matter expert in at least one compliance media (e.g. water, air, tanks, waste); and have multi-media environmental experience with federal and state regulatory compliance and in risk assessments is required
Education: A Bachelor of Science (BS) degree in environmental science/engineering and a Master's degree in a related environmental or safety field is required

Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks
Working conditions:
Able to work both indoors/outdoor (with exposure to the elements)
Able to walk/climb/knee/crouch and reach
Able to work on rough terrain when necessary
Able to work in confined spaces and/or heights
Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness
