Change Management Specialist

We are currently seeking an experienced Change Management Specialist for a long-term contract opportunity with our direct client in Minnesota. This role will support large-scale digital transformation initiatives focused on modernizing legacy processes and improving stakeholder adoption across government agencies and county organizations.

Location: Minnesota (Local candidates only)

Work Model: Hybrid / Onsite as required

Position Overview:

The Change Management Specialist will play a critical role in supporting organizational transformation initiatives involving process modernization, stakeholder engagement, communication planning, transition management, and user adoption strategies. The ideal candidate will have strong experience leading change initiatives for technology implementations, especially within government or highly regulated environments.

Key Responsibilities:

• Develop and execute comprehensive change management and transition strategies for enterprise technology initiatives
• Support migration efforts from manual, paper-based, and disconnected systems to unified digital platforms
• Partner with Product Managers, Business Analysts, State teams, and technical stakeholders during requirements gathering and implementation phases
• Create stakeholder engagement plans and communication strategies tailored to multiple user groups including providers, agencies, legal staff, and business users
• Identify organizational resistance points and develop mitigation and adoption strategies
• Facilitate stakeholder meetings, workshops, and change readiness sessions to improve buy-in and adoption
• Document change management recommendations, transition plans, and process improvement strategies
• Support user adoption initiatives and ensure change management considerations are incorporated into user stories and acceptance criteria
• Assist with communication planning, training coordination, and readiness assessments
• Collaborate with cross-functional teams in Agile/Scrum environments to ensure successful organizational transition

Required Qualifications:

• 10–12+ years of experience in Change Management, Organizational Change, or Process Transformation roles
• Minimum 4–5 completed projects as a Change Management Specialist supporting enterprise technology implementations
• Strong experience developing and implementing change management frameworks and adoption strategies
• Proven expertise in organizational transformation, stakeholder management, and business process improvement
• Experience supporting large-scale digital transformation initiatives
• Excellent communication, facilitation, and stakeholder engagement skills
• Ability to work effectively with business teams, leadership, and technical teams in fast-paced environments
• Experience working within Government, Public Sector, Healthcare, Insurance, or other regulated industries preferred

Preferred Qualifications:

• Salesforce platform experience is a strong plus
• Experience supporting modernization initiatives involving workflow automation and digital process transformation
• Familiarity with Agile methodologies and product-based delivery models
• Prosci or similar Change Management certification preferred
• Experience supporting enterprise communication planning and user adoption programs
