Megan Norris, our Chief of Staff and a retired Federal Air Marshal, represented growth[period] at PERF's Counter-UAS & Malicious Drone Activities forum yesterday, one of those rare rooms where policymakers, federal agents, military officials, and front-line law enforcement sat down together to work through the real gaps, the emerging threats, evolving legal frameworks, and what actually needs to happen next. The FBI, White House National Security Council, FAA, NFL security leadership, and all levels of law enforcement from across the country, all in one place, discussing what every organization operating in these complex environments should understand right now: • The regulatory landscape has shifted significantly. The Safer Skies Act and recent executive orders have fundamentally changed the authority framework for drone threat response. Organizations with physical assets, large gatherings, or critical infrastructure exposure need to understand what their security partners can and cannot legally do under the new rules, and what's still pending rulemaking. • "We don't have authority yet" is not the same as "we're not exposed." Law enforcement at every level is building toward independent counter-UAS capability, but there is a meaningful gap between today and full independent operational authority. For clients with near-term events, facilities, or supply chain infrastructure in major metros, that gap requires active risk planning now. • The threat is cross-sector, not just military or government. Stadium security, university campuses, corrections, energy infrastructure, ports, and large public gatherings are all active categories. If your organization has any of these in its footprint – or advises clients who do – drone risk is a board-level conversation. • The legal and compliance dimensions are underappreciated. Detection technology that many organizations are already deploying may carry unresolved legal exposure. Vendor assurances are not sufficient.
