Looks good.
I still see potential to improve the docstrings to be formatted in google docstring way:
https://www.sphinx-doc.org/en/master/usage/extensions/example_google.html#example-google
though this wasn't the case before anyway.
I might do a PR if I find time for this

This PR prepares the windpowerlib for the next release. Also fixes some sphinx warnings.
