About us

Blue Dwarf Space is building the compliance engine for the global space industry. Space regulation is fragmented across dozens of national and international regulators and frameworks, international treaties, and agency-specific requirements. Most missions are multinational. A satellite built in one country, launched from another, operated across multiple jurisdictions, coordinating spectrum globally. Compliance across one framework is already complex. Across simultaneous jurisdictions it delays deployment, inflates costs, and excludes smaller operators entirely. No product existed, anywhere globally, that encodes space regulatory obligations as deterministic, machine-readable logic. So we are building one. SpaceCAT (Space Compliance Automation Technology) is a rules-as-code compliance engine. It converts legal and regulatory requirements, from the Outer Space Treaty through to national licensing regimes, into structured, executable logic. The platform takes mission-specific parameters and maps them against encoded regulatory frameworks to produce complete, multi-jurisdictional compliance pathways. Every requirement traces to its legal source. Every output is deterministic and auditable. We are not a workflow tool. We are not an AI chatbot generating probabilistic guidance. We encode the actual rules. SpaceCAT exists because the compliance burden falls hardest on the operators least able to carry it. Startups, emerging space nations, and smaller companies deserve the same regulatory clarity as prime contractors. We level that playing field. The platform is modular. The same deterministic compliance infrastructure applies to any heavily regulated, multi-jurisdictional domain: defence, telecommunications, critical infrastructure.   • Regulation only works when everyone is on the same side. At Blue Dwarf Space, we believe regulation plays a critical role in enabling safe, sustainable innovation. Regulators, agencies, and industry all share the same goal: protecting people, infrastructure, and the environment while allowing progress to continue. But in practice, the process can feel complex, not because of the intent behind regulation, but because of how it’s implemented across multiple systems and stakeholders. - Requirements spread across different bodies - Limited visibility between agencies - Repetition in processes that should be streamlined This creates unnecessary friction for both industry and regulators. Our focus is simple: reduce that friction. Not by removing regulation, but by making it easier to navigate, align, and implement. Because when the process works better: - Companies can comply faster and more effectively, - Regulators gain clearer oversight, - And better environmental and safety outcomes follow We’re not here to challenge regulation. We’re here to make it work better for everyone involved.

Obligations, documents, data requirements, and lifecycle tracking come out. Traceable to source legislation. Cross-jurisdiction from day one. You can build the most advanced satellite ever designed.
