About the ProjectMaravedis Research is seeking a skilled telecommunications research analyst or economist to lead a comprehensive study quantifying the economic value of managed WiFi (bulk billing) in U.S. multifamily housing.
As state legislatures across the country increasingly consider restrictions on bulk WiFi arrangements—including opt-out mandates, open access requirements, and markup caps—this research will provide the evidence base needed to inform the policy debate and demonstrate the economic impact on residents, particularly in affordable, student, and senior housing.
Project ScopeYou will develop a rigorous economic analysis covering:
• Consumer Benefit Analysis — Quantify cost savings (typically 20-40%) and barrier elimination for residents under bulk billing vs. retail broadband
• Infrastructure Efficiency Assessment — Model avoided costs from single-provider deployments vs. redundant multi-ISP infrastructure
• Professional Network Performance — Measure productivity gains from enterprise-grade managed WiFi vs. consumer self-installation
• Digital Equity Impact — Document disproportionate effects of restrictive policies on vulnerable populations in affordable, student, and senior housing
• Regulatory Scenario Modeling — Project economic outcomes under opt-out mandates, open access requirements, markup restrictions, and combined frameworks
• Environmental & PropTech Benefits — Assess IoT-enabled building efficiency, smart access systems, and ESG compliance value
Key Deliverables1. Comprehensive Research Report (50-70 pages) with executive summary, detailed methodology, findings, and policy implications
2. Executive Summary Brief (4-6 pages) for policymaker distribution and legislative testimony
3. Digital Equity Impact Analysis focused on affordable, student, and senior housing

Ideal CandidateRequired Experience:
• Economics, telecommunications policy, or infrastructure research background
• Experience with econometric modeling and consumer surplus analysis
• Strong understanding of broadband policy, FCC regulations, and state-level telecommunications legislation
• Proven ability to produce publication-quality research reports
Preferred Qualifications:
• Prior work in multifamily housing technology, PropTech, or managed services
• Familiarity with bulk billing models, MDU connectivity, and ISP business economics
• Experience presenting findings to policymakers, regulatory bodies, or legislative audiences
• Knowledge of digital equity issues and affordable housing connectivity challenges
