Proposal Manager (Marketing and Sales Business Proposals)

Hybrid Role – Atlanta Metro


PJW Group has been retained by a Civil Engineering firm that is recruiting for a detail-oriented Proposal Manager to lead the development and submission of strategic proposals for engineering projects across the southeast. This role is critical in driving business growth by managing the proposal statement of work - from identification of the opportunity to final submission - ensuring that client requirements and company capabilities are aligned. The Proposal Manager will also oversee and mentor marketing assistants/coordinators, fostering a team that supports proposal and marketing initiatives.


This is a HYBRID position with a couple of days a week in the office - The office is located in the Atlanta metro area, Brookhaven/Chamblee area. This position reports to the Head of Sales and Organization Marketing and is considered part of the Leadership Structure. Compensation for this opportunity is in the $82,000 - $94,000 range.


Key Responsibilities – Day-to-Day Focus

  • Proposal Development & Management. Serve as the pivotal point of contact for proposal-related inquiries and updates.
  • Lead the proposal process for engineering projects, including RFP/RFQ analysis, proposal strategy, content development, and submission.
  • Implement tools and templates to streamline proposal development.
  • Facilitate proposal kickoff meetings and manage timelines to ensure on-time delivery.
  • Coordinate with technical staff, project managers, and subject matter experts to gather and encompass all the information.
  • Develop compelling, compliant, and visually appealing proposals that reflect the firm’s strengths and differentiators.
  • Review and edit proposal content for clarity, consistency, and compliance with client requirements.
  • Knowledgeable and confident working with governmental organizations and delivering on timely requests.
  • Communicate effectively with internal teams and external partners to ensure proposal accuracy and completeness. Timeliness is necessary.
  • Maintain and update a library of boilerplate content, resumes, project descriptions, and graphics.
  • Analyze proposal outcomes and feedback to improve proposal strategies and processes continuously.
  • Support the Marketing and Sales team by creating focused collateral for use at conferences, client engagements, and across social media platforms.
  • Supervise and mentor marketing staff, providing guidance, training, and performance feedback.
  • Delegate tasks effectively to ensure timely and accurate completion of proposal components.
  • Ensure proposals and all marketing materials adhere to company branding.
  • Foster a collaborative and supportive team environment that encourages professional growth and innovation.


Job Qualifications for the Proposal Manager opportunity

  • Bachelor’s degree in Marketing, English, Journalism, Sales or a related field; will consider relevant experience in place of education.
  • 5+ years of experience in proposal production, communication, submission, and management, preferably within the Civil Engineering Space.
  • Open Communication with experienced coaching/mentoring staff for proposal development.
  • Solid Comprehension of engineering services and project delivery methods.
  • Strong attention to detail and comfortable asking questions.
  • Exceptional writing, editing, and organizational skills.
  • Experience with the Department of Transportation RFP/RFQ is a STRONG plus.
  • Proficiency in Microsoft Office Suite and Adobe Creative.
  • Experience with CRM and proposal management software is a strong plus.
  • Comfortable with 10-20% travel annually. Including conferences, face-to-face presentations, and community events.
  • Graphic design skills for proposal layout and visual storytelling are a strong plus.
  • Comfortable handling tight time deadlines and receiving feedback to adjust the proposals.
  • Government and private sector successful procurement processes.
