Happy to share this update from City Manager, Erik Walsh. Dear Business/Community Leader, I am pleased to share that we have reached a settlement resolving the litigation with Southwest Airlines related to gating assignments for the new Terminal Development Program (TDP). This agreement allows us to move forward with long-term objectives for the San Antonio Airport while maintaining a strong partnership with Southwest. Under the agreement Southwest will be allocated six gates -- three Southwest gates will be in the future Terminal C and three in Terminal B. With no fewer than six gates, Southwest will continue to operate more gates than any other airline serving SAT. By maintaining this presence, Southwest has reaffirmed its commitment to San Antonio and looks forward to expanding service in the near future. We worked collaboratively with Southwest to resolve the matter in a way that did not adversely impact the TDP. Collectively, the airlines serving SAT have committed approximately $3.1 billion over 15 years through the long-term lease agreement, with Southwest accounting for an estimated $1.1 billion of that commitment. In addition to reaching resolution on gate assignments, SAT and Southwest fairly allocated the financial issues associated with operating at the airport during the dispute period. Working with all our stakeholders, we will continue to foster an environment where all airlines can continue to grow and succeed at SAT. Expanding the airport and modernizing our facilities is ultimately about creating the capacity and infrastructure necessary to support long-term growth and competition across the entire airport system, benefiting the passenger experience through improved options and connectivity. About us
The San Antonio Mobility Coalition is a non-profit corporation organized in 2001 to advocate for highway, street, transit, freight, and aviation funding for the greater San Antonio region. SAMCo members include Bexar County, the City of San Antonio, VIA Metropolitan Transit, the Alamo Area MPO, the Alamo RMA, AACOG, neighboring cities, San Antonio headquartered corporations, chambers of commerce, the transportation construction and materials industry, the real estate development community, the financial sector, consulting engineers and other interested organizations. The coalition was borne out of a need to remain competitive with other Texas cities and to address a significant transportation funding shortfall in the San Antonio region. Since its inception, SAMCo has helped to secure more than $12.2 billion in additional funding for transportation projects in the region. That $12.2 billion in direct capital investment represents a total local economic impact of between $33 and $61 billion (based on a multiplier of 3x to 5x for transportation investments).

Texas isn’t just talking about the future of flight—we are building the regional infrastructure to launch these operations. The U.S. Department of Transportation and the Federal Aviation Administration (FAA) have officially selected Texas Department of Transportation (TxDOT) to lead "Project Nexus," part of the new Electric Vertical Takeoff and Landing (eVTOL) Integration Pilot Program (eIPP) announced last week by Secretary of Transportation, Sean Duffy. This critical step moves us from research to active, real-world deployment through a collaborative regional powerhouse of government and industry partners. We are proud to lead this effort with a world-class coalition: United Airlines, UPS Flight Forward, Amazon Global Air, Archer, Joby Aviation, Wisk (Boeing), and BETA TECHNOLOGIES. The partnership also includes the Oklahoma Department of Aerospace and Aeronautics, the Louisiana Department Of Transportation and Development (LaDOTD), and the Choctaw Nation of Oklahoma. USDOT and FAA has tasked this team with building the physical and digital infrastructure necessary to manage the testing and operations of these aircraft across urban, rural, state, and tribal airspace. The Roadmap: Over the next three years, Project Nexus will roll out in three phases: ➡ Phase 1 (Summer 2026): Validating routes and infrastructure using "surrogate" data-collection missions. ➡ Phase 2: Transitioning to critical medical logistics—moving supplies between rural/tribal facilities and urban medical centers (like the Texas Medical Center and regional hubs in OK and LA). ➡ Phase 3: Launching passenger "air taxi" networks connecting the Texas Triangle and our neighboring state corridors. The Broader Impacts: 1. National Standards: Our multi-state data will directly help the FAA define procedures and write the national regulations for safe advanced air mobility integration across the entire United States. 2. While this is not a big surprise—it is a growing concern. Recent reporting suggests the next surface transportation authorization may miss the Sept. 30 deadline when the current surface transportation bill expires. This points us, again, to short-term extensions instead of long-term certainty. This kind of uncertainty makes it harder for states to plan and deliver major projects efficiently. For Texas, stable federal funding matters—for safety, mobility, and keeping projects on track. TxDOT will keep working with our federal partners to stress the importance of timely reauthorization, fairness in funding and strategic investments.
