About us
Inland Counties Legal Services, Inc. is a nonprofit organization that has been providing legal services to low-income persons residing in Riverside and San Bernardino Counties for more than 60 years. ICLS targets services to seniors in the greatest social or economic need. Legal services are provided by attorneys, or paralegals under the direct supervision of an attorney. Services include advice and counsel, limited action (includes negotiations and preparation of legal documents), as well as direct representation before administrative law and civil courts. Legal assistance is provided in areas including housing, family, consumer/civil, public benefits, elder abuse, citizenship clinics, bankruptcies (selected), healthcare access, and domestic violence

In 2025, ICLS helped over 300 U.S. veterans and active military members obtain government assistance because we know that serving U.S. vets benefits society at-large in meaningful social and economic ways. In an effort to expand our veteran work and better support our local communities, ICLS makes it a priority to learn about the obstacles #veterans face while acquiring assistance they are entitled to. That is why we always jump at the chance to attend events like The National Organization of Veterans' Advocates, Inc ("NOVA") Conference - where we learned a great deal and gained access to new resources that will aid our clients. ICLS is proud to serve our vast and diverse region, approaching civil legal aid with a holistic approach to make sure our neighbors have the tools they need to thrive. Last week, ICLS's Housing Team presented on Mobile Home Rights at the Sun City Library, to help mobile home residents understand their rights, the responsibilities for both tenants and mobile home park owners, and common legal disputes. Mobile home law can be complex and difficult to navigate when issues arise — that's why ICLS is proud to provide community legal education, information, and representation to the mobile home community. Last year, ICLS impacted more than 20,000 residents in Riverside and San Bernardino Counties through free legal advice, information, and representation. We are proud to be the largest civil legal aid provider in our region, helping residents with complex civil legal issues related to housing, health care, family law and domestic violence, consumer debt, immigration, and so much more. At ICLS, housing continues to be at the core of what we do, making up just over 50% of our total caseload. With that, we protected the rights of more than 4,700 of our neighbors, fighting evictions and keeping families housed. We also served nearly 3,000 seniors, more than 3,200 people with disabilities, and engaged more than 600 volunteers to better meet the needs in our region.
