Makani Pahili is an annual State of Hawaii hurricane preparedness exercise led by the Hawaii Emergency Management Agency that validates the interoperability of the Hawaii National Guard and its government partners' emergency response capabilities. The Hawaii National Guard’s 93rd Chemical, Biological, Radiological Nuclear and Explosives Enhanced Response Force Package (CERF-P) conducts mission essential training during a collective training exercise between Army and Air National Guard elements in Kalaeloa, Hawaii, May 6, 2026. At Clark Air Base in the Philippines, Hawaii National Guard and Philippine Air Force aviators recently took collaboration to new heights during a Rotary Wing Subject Matter Expert Exchange. What started as knowledge-sharing in past engagements has evolved into something far more operational: bilateral flight missions, shared cockpit time, and real-world execution aboard Philippine Air Force S-70i Black Hawks.
