HCAOA is closely following today’s CMS announcement regarding a six-month moratorium on new home health and hospice agencies enrolling in Medicare. While this action doesn’t apply to home care providers, HCAOA continues to advocate for targeted, data-driven enforcement that will benefit the entire home care ecosystem and the clients who depend on it. CMS is proposing mandatory Medicaid quality measures for 2028, and we’re asking home care agencies to weigh in. If finalized, the proposed measures could change how quality is defined, measured, and evaluated across HCBS programs nationwide. HCAOA is preparing a formal public comment to CMS and we want member input to shape it.
