What does it mean to lead in an emerging technology landscape — where the decisions we make today become the policy that shapes tomorrow? Today, at the DC Certified Public Manager® (CPM) program, a partnership of the GW Center for Excellence in Public Leadership with the DC Department of Human Resources — we hosted a panel conversation that held exactly that question. I had the honor of moderating a conversation with two exceptional guests: Dr. Christopher Rodriguez, Assistant City Administrator for the District of Columbia, and Lindsay Quarles, who leads the Innovation Team at DC’s Office of the Chief Technology Officer (OCTO) — where she applies social science and human-centered design to solve complex public sector challenges, including leading DC’s AI listening engagement sessions with residents. The conversation was rich, candid, and grounding. What emerged was not a discussion about tools or platforms — it was a conversation about values in motion. About what it means to hold residents at the center when the landscape is shifting. About the kind of leadership that doesn’t just adopt emerging technologies but asks, for whom? and toward what? Our CPM cohort — mid-career public servants who carry the weight of the District’s daily life — brought their own lived questions to the table. The exchange was exactly what professional development should be: not information delivered, but wisdom activated. At GW CEPL, this is what we believe leadership development is for — not to prepare leaders for a static world, but to equip them for a complex, evolving one, with the clarity, courage, and resident-centered compass to navigate it well.
