Governor Ferguson signed House Bill 1960 into law this week, marking a significant step forward for clean energy development in Washington ⚡ HB 1960 replaces the existing property tax structure for new wind, solar, and battery storage projects with a flat, nameplate capacity-based excise tax, stabilizing revenue for host counties, creating new investment pathways for tribes and communities, and keeping Washington competitive for future clean energy development. The bill is the result of two years of collaborative work between county associations, developers, tax experts, and tribal partners, led by Representative Alex Ramel.
