What does effective franchise policy look like in practice? In Maryland, it looks like streamlining overcomplicated processes while strengthening transparency and accountability. IFA applauds Gov. Wes Moore for signing the Franchise Reform Act (HB 730/SB 415) into law—renewing the Franchise Fast Track Pilot Program and introducing new measures to evaluate and improve the system over time. This win was the result of months of IFA advocacy to implement the pilot program and get the bill signed into law. As Maryland is poised to be one of the top states for franchise growth this year—with more than 16,000 small businesses across the state—this kind of balanced, forward-looking approach matters.
