Alliance Health is a public managed care organization serving Cumberland, Durham, Harnett, Johnston, Mecklenburg, Orange, and Wake counties in North Carolina. Working with a network of more than 4,000 private providers, Alliance has responsibility for 470,000 Medicaid-eligible and uninsured individuals among a population of over 3.5M. The Alliance Medicaid Behavioral Health and Intellectual/Developmental Disability Tailored Plan manages all the health care needs – physical, behavioral, and pharmacy – for people with complex mental illnesses, substance use disorders, and long-term care needs including intellectual/developmental disability and traumatic brain injury. The role supports peer reviews, appeals, and clinical decision-making for services commonly used by members with I/DD, including Research-Based Behavioral Health Treatment (RB-BHT) for Autism Spectrum Disorder (ASD) and services under the 1915(i) and Innovations Waivers.   • On May 8, 2026, 30 first responders from 17 agencies from 6 counties completed the Crisis Intervention Team (CIT) 40-hour training and graduated as certified CIT First Responders. CIT training teaches police and other first responders how to recognize and respond appropriately to individuals in behavioral health crisis so that they may de-escalate dangerous situations and refer individuals, when appropriate, to treatment instead of emergency departments or jail. Alliance CIT Program coordinator, Charlene Meyers, was also recognized by Johnston Emergency Services for her upcoming retirement. Charlene has nearly 13 years of service as Program Coordinator and 36.5 years in state and local government.
