📘 I’m happy to share that our paper, “Orchestrating ecologies of transition intermediation: insights from a Dutch governmental policy program for urban transformation,” has been published in the special issue Ecologies of intermediation: navigating interactions, conflicts and complexity in accelerating transitions in the journal Environmental Innovation and Societal Transitions. Together with colleagues from the Athena - Research and Education Institute and PBL Planbureau voor de Leefomgeving, Eduardo Urias, Eva Kunseler, Anne Loeber, and Kristiaan Kok, we explored how the Dutch governmental programme Agenda Stad coordinates an ecology of actors working on urban transformation. Agenda Stad is an experimental policy programme that supports Dutch cities in contributing to long-term societal transformations. In this paper, we show how governments can play an important role in transformations. We argue that ‘ecology orchestration’ emerges through the alignment of functions across local, national, and interdepartmental levels. In the case of Agenda Stad, this includes facilitating learning infrastructures and creating conditions for new forms of collaboration. At the same time, changing political and institutional contexts require continuous reflexivity and role shifting. Ecology orchestration helps navigate these dilemmas. A key takeaway from our research is that these orchestration efforts often remain unrecognized in conventional policy and evaluation frameworks, which tend to prioritize measurable outcomes over relational and process-oriented capacities. We therefore highlight the need for policy and funding frameworks to acknowledge and support these less tangible, but essential, capacities for accelerating sustainability transitions.
