2027 Citizens Revaluation Advisory Committee
The Committee will serve from March 1 - December 31, 2026. The Committee is appointed a year prior to a Countywide Reappraisal. Meetings will be held on a monthly basis (approximately). The County Assessor’s Office is in process for a Countywide Reappraisal, which will have an effective date of January 1, 2027.
The committee is charged with the responsibility of meeting with the County Assessor, management and staff to review overall operations, studying statistical reports as to the progress of the 2027 Revaluation, monitoring progress and reporting its conclusions to the Board of County Commissioners. Additional meetings with the Office of the Tax Collector, Register of Deeds or other departments may be needed. In addition to the nine (9) members appointed by the BOCC, there will be two (2) ex-officio members, a representative from the NC Dept. of Revenue and UNC School of Government.
Must be a resident of Mecklenburg County.

Adult Care Home Community Advisory Committee
To advocate for the rights of citizens residing in rest homes. The Adult Care Home Community Advisory Committee promotes the interests and well-being of the residents in adult care homes (Assisted living, which are long-term care facility for people needing assistance with activities of daily living such as meal preparation, medication administration, bathing, etc.,)
Responsibilities
• Quarterly and/or Annual Official Visits to residents in either adult care homes or nursing homes with an assigned committee.
• Complete friendly visits, activity visits as often as possible, complaint visits as needed.
• Provide information to the public about long-term care.
• Attend quarterly business meetings and complete continuing education hours
• Submit documentation regarding activities, visits, complaints and training.Training
• Initial orientation and field training of 36 hours
• Demonstrate Continuing Education of 18 hours annually.
• As a Representative of the Office, must represent the program in a good faith performance of their duties as a CAC member.Terms of Service
• Apply through the Clerk of the County Commissioners or Ombudsman office
• All committee members are trained and designated by the NC Office of the Ombudsman Program and then appointed by the County Commissioners.
• Members of these committees must reside within the county that the committee serves
• Members must be able to travel to each Long-Term Care Facility in the county in part with an assigned sub-committee.
• They must be able to visit a facility and effectively communicate with the resident’s family, and facility staff.
• Have access to computer and internet for ongoing training purposes.
• Be available to serve an average of ten (10) hours per month, both visiting and completing trainings.Conflict of Interest – An individual cannot serve if they or any family members:
Have a financial interest in a home served by the committee.
Are an employee or a governing board member of a facility.
Have an immediate family member in the type of home served by the committee.Immediate family is defined as mother, father, sister, brother, child,

Agricultural Advisory Board
The Agricultural Advisory Board was established as part of the Voluntary and Enhanced Voluntary Agricultural District (VAD) Ordinance. This Board serves to approve applications of farms into the Voluntary and Enhanced Voluntary Agricultural District (EVAD) Program. They will also conduct public hearings on proposed condemnation of VAD and EVAD-enrolled parcels by State or local public agency or governmental units, work to increase the visibility and voice of the agricultural community in Mecklenburg County and take on additional duties as assigned by the Board of County Commissioners.

Air Quality Commission
The Mecklenburg County Board of County Commissioners created the Mecklenburg County Air Quality Commission (AQC) with the mission and duty to promote the protection, preservation, and enhancement of the ambient air resources of Mecklenburg County, North Carolina.
The AQC shall provide citizen and stakeholder input to the Board of County Commissioners, local municipalities and staff through the review and recommendation of air pollution management policies, long-range plans, operations and their budgetary impacts in order to achieve the above mission.

Alcoholic Beverage Control Board
The Alcoholic Beverage Control (ABC) Board was established by NC General Statute. The ABC Board has control and jurisdiction over the sale and distribution of alcoholic beverages; has power and authority to adopt rules and regulations governing the operation of stores; to locate, furnish and equip stores and provide management of the same; direct the duties and services of all employees; requires the sale of alcoholic beverages at the prices fixed by the State Board of Alcoholic Beverage Control.

Alliance Health Board of Directors
Alliance is governed by a talented and diverse Board of Directors responsible for comprehensive planning, budgeting, implementing, and monitoring of community-based mental health, intellectual and developmental disability, and substance use services to meet the needs of individuals from Cumberland, Durham, Johnston, Mecklenburg, Orange and Wake counties.

Alternative Compliance Review Board
The Alternative Compliance Review Board (ACRB) was established as a quasi-judicial board on June 17, 2024, by City Council action. This board will become effective no sooner than October 1, 2024. The ACRB is a mechanism of providing alternative compliance for certain design regulations based on the criteria found in Articles 35.5 and 37.10 of the Unified Development Ordinance. The ACRB will approve, approve with modifications, or deny requests for alternative compliance to select standards identified in the Unified Development Ordinance for the applicable zoning districts.

Architectural Selection Committee
The Architectural Selection Committee is tasked with evaluating Statements of Qualifications from architectural firms responding to a Request For Qualifications for architectural design services and making recommendations to the Board of County Commissioners.

Arts & Science Board of Directors
The Arts & Science Board of Directors (ASC) strives to create a more vibrant cultural life for our entire community. To accomplish this goal, the ASC Board of Directors ensures that the ASC actively assesses community and resident needs. Board members are responsible and accountable for input, feedback and recommendations to the Board of County Commissioners so the cultural community is aligned with the needs of local communities. Their opinions should reflect original views and perspectives that are relevant to the cultural community. A good Board of Directors offers solutions and novel approaches to problems and issues.
The Board of Directors is charged with helping to advance the cultural sector at large and ASC. A major responsibility of the Board of Directors is connecting ASC to key industry or community contacts. A diverse network of well-respected industry and community contacts will provide ASC access to future board members and supporters.
Members of the Board will promote ASC through their public relations and media contacts, connecting in-house public relations counsel with the editors of trade magazines, industry newsletters, and other worthy publications.
A member of the Board of Directors may also appear in news media promoting the new, growing, or changing cultural community and its hub: ASC. Well-respected, well-known representatives acting as ambassadors for ASC and the cultural sector build local knowledge, interest, support, and relevance.

Audit Review Committee
The primary duty of the Audit Review Committee (ARC) is to assist the Board of County Commissioners in fulfilling its oversight responsibilities for the financial reporting process, the system of internal and external controls, as well as Mecklenburg County's process for monitoring compliance with laws, regulations, and the Code of Ethics.

Bicycle Advisory Committee
The City of Charlotte City Council approved this committee on September 13, 1999, by virtue of approving the Charlotte-Mecklenburg Bicycle Transportation Plan.
The Bicycle Advisory Committee acts as an advisory body to City Council to review bicycle plans and make recommendations on implementing related policies and policy strategies and recommends appropriate action to the City Council and Board of County Commissioners on bicycle transportation issues; recommends any amendments and/or modifications to adopted bicycle plans deemed appropriate and/or necessary for the purpose of keeping the plans timely; and, properly updates and makes any other recommendations deemed appropriate and/or necessary to promote safe bicycle ridership.

Board of Equalization and Review
The Board of Equalization and Review (BER) hears appeals of taxpayers on assessed values and reviews current assessments made by the Tax Assessor.

Building Development Commission
The Building Development Commission (BDC) shall review, advise and make recommendations to the Board and the Department regarding: land development/ building industry matters; the annual budget of County departments with land development/building regulatory functions; the methodology for establishing and the level of all fees charged; land development/building regulatory programs, processes, plans, and procedures for efficiency and effectiveness, etc.

Centralina Economic Development Commission
The Centralina Economic Development Commission (CEDC) is a 501(c)(3) organization serving the greater Charlotte region and supporting the key activities proposed in the Centralina Regional Comprehensive Economic Development Strategy. The strategy outlines an approach to regional growth and prosperity that builds on the region’s strengths, emphasizes key regional industry clusters, and prioritizes economic development projects.

Central Piedmont Community College Board of Trustees
Established by State Statute, the Board of Trustees is a corporate body with powers to acquire, hold, and transfer real and personal property, to enter into contracts, to institute and defend legal actions and suits, and to exercise such other rights and privileges as may be necessary for the management and administration of the institution in accordance with the provisions and purposes as stated in the General Statutes. Trustees are responsible for keeping elected officials informed of the implications of legislative actions that may have a bearing on the college.
Appointments are made for four-year terms. Members are appointed by the County Commission, Board of Education and the Governor.

Charlotte-Mecklenburg Community Relations Committee
The Community Relations Committee (CRC) serves to prevent discrimination because of race, color, religion, national origin, sex, family status or disability; to ameliorate the effects of past discrimination, and to promote harmony among citizens of Charlotte and Mecklenburg County. The CRC serves to study programs in the area of human and community relations and to make the results available to the public and to promote the quality of opportunity for all citizens.
The volunteers who comprise members of the CRC are an integral part of the human relations support system for Charlotte and Mecklenburg County. CRC members pursue activities that ensure fair housing practices and access to public accommodations; assist in settling dispute and group conflicts; improve race, ethnic and community relations; prevent discrimination; and improve communication among various community groups and individuals.

Charlotte-Mecklenburg Planning Commission
The Planning Commission was established to make studies of resources, possibilities and needs of the City, particularly with respect to conditions which may be injurious to the public welfare and make plans for the development of Mecklenburg County, including the City of Charlotte but excluding all other incorporated towns in the County. To consider the desirability, from time to time, of the extension of the limits of Charlotte and when found desirable, to prepare and present to Council a program of extension with statement of the reasons for the same.

Charlotte Water Advisory Committee
To review all Capital Improvement items; review changes in rate-setting methodology; review changes in extension policy; sit with City Council at any hearings as required; review water and sewer extension requests for which an agreement has not been reached; present annual report to City Council and County Commission; and review other utility matters as requested.

Citizens Capital Budget Advisory Committee
The Citizen's Capital Budget Advisory Committee's charge is to: 1) receive and review capital project forms and quarterly capital project reports, 2) report to the Board of County Commissioners annually on the findings of the quarterly capital reports as it relates to Capital, Deferred Maintenance and Capital Operating Costs, 3) review the agency and community engagement process for the Capital Improvement Program, 4) the Chair and Vice Chair are required to meet periodically, with the Financial Services Director or designee to report on the activities of the CCBAC.

Domestic Violence Advisory Board
To periodically review and evaluate all Charlotte and Mecklenburg County domestic violence services, and make appropriate recommendations to Charlotte City Council and the Board of County Commissioners to identify gaps, or need for additional services to meet the needs of victims of domestic violence and their children. To provide vigorous advocacy for domestic violence victims and play a role in increasing public awareness and education as to the problems of domestic violence and its related costs to victims and the community.

Groundwater Advisory Committee
The responsibilities of the Advisory Committee shall be as follows:
1) Policy. Review and recommend to the Board of Commissioners groundwater management policies, policy changes, long-range plans, and their budgetary and rate impacts.
2) Operations Program. Review and comment to the Board of Commissioners on the annual operating budget for their respective service charge areas including but not limited to public education activities and customer service.
3) Groundwater Appeals. Hear appeals and reach decisions on : denial, modifications, revocation or issuance of well permits and notices of violations.
4) Variances. Hear appeals from the granting or denial or variances by the Director, and grant variances when appropriate.
5) Councils, Commissions, and Staff Resource. Respond to the Board of Commissioners and staff requests for advice on matters related to the comprehensive groundwater management program in Mecklenburg County.
6) Reporting. Present the Board of Commissioners with an annual report of key actions and issues. -
Historic Landmarks Commission
The Historic Landmark Commission is to ensure the preservation of any property that embodies elements of the cultural, social, economic, political, or architectural history of Charlotte and Mecklenburg County for the education, pleasure and enhancement of the residents of the City and County.

Human Resources Advisory Committee
The Human Resources Advisory Committee brings together human resource leaders from organizations in Mecklenburg County to share ideas and discuss business challenges to keep our organization current with human resources best practices and standards. This collaboration will ensure that Mecklenburg County Human Resources is current in its thinking and practices and supports the organization in a progressive manner.

Industrial Facilities & Pollution Control Financing Authority
The purpose of the Industrial Facilities and Pollution Control Financing Authority is:
1) to aid in the financing of industrial and manufacturing facilities for the purpose of alleviating unemployment or raising below average manufacturing wages by financing industrial and manufacturing facilities which provide job opportunities or pay better wages than those prevalent in the area, but only where there is a direct or indirect favorable impact on employment commensurate with control facilities for industry in connection with manufacturing and industrial facilities and for public utilities, but only where there is an improvement in the degree of prevention or control of pollution commensurate with the size and cost of the facilities, and 2) to conduct any and all other activities as shall from time to time be found to be appropriate in connection with the foregoing and as are lawful under the Act, as the same may be from time to time amended. -
Information Services & Technology Advisory Committee
The Information Services & Technology Committee serves as an advisory group to the Board of County Commissioners and reviews plans at a conceptual level for major new automated systems with respect to justification of the system; adequacy of the system functions; appropriateness of the technical approach; availability of technology and personnel resources; to advise on how business as a whole is accomplishing or approaching challenges; and, to provide feedback to the Board when necessary on ITS challenges.

Jury Commission
Duties of the Jury Commission include:
1) selecting the jury lists for a two-year period for jurors to serve in the Superior and District Courts for jurisdiction in Mecklenburg County;
2) preparing the jury list from designated sources;
3) determining that prospective jurors are qualified to serve;
4) preparing and delivering to the Clerk of the Court the jury list;
5) performing these duties between October 1, and September 30 of each biennial year. Jury lists must be prepared 30 days prior to January 1 of each biennial year
as established in General Statutes 9-2. -
Juvenile Crime Prevention Council
The Juvenile Crime Prevention Council (JCPC) is the local organization charged by the N.C. General Assembly to plan, organize, and evaluate locally-based programs designed to prevent and mitigate juvenile delinquency in Mecklenburg County. Specifically, the JCPC is to develop community-based alternatives to training schools and to provide community-based delinquency and substance abuse prevention strategies and programs.

Lake Norman Marine Commission
The purpose of the Lake Norman Marine Commission is to ensure the coordinated governance applicable to Lake Norman and its shoreline area concerning all matters related to public recreation and water quality and safety.
Catawba, Iredell, Lincoln, and Mecklenburg County recognize the need for cooperative efforts on Lake Norman dealing with matters of boating, water safety, and recreational uses of the lake. In 1965, a local Act empowered to four counties to make joint regulations for the safe operation of vessels and for recreational uses of the water. The Boards of Commissioners of the four participating counties have the power to meet jointly in passing regulations or make regulations through designated representatives of the four counties. The creation of the Commission was intended to avoid this cumbersome procedure. The Marine Commission may pass regulations with a maximum fine of $50. Enforcement may be by the Wildlife Commission (if they concur), the counties (if they concur) or the Marine Commission.

Lake Wylie Marine Commission
To adopt regulations applicable to Lake Wylie and is shoreline area concerning all matters relating to or affecting the use of Lake Wylie; and to perserve and protect property and wildlife and promote public safety within the jurisdiction of the Lake Wylie Marine Commission.

Library Board of Trustees
The Library Board of Trustees was created by the North Carolina General Assembly and has full control and supervision of the Public Library System. It employs the staff and makes the rules governing the library. The Library Board of Trustees is an eleven member board with ten members appointed by the Board of County Commissioners and one by the Charlotte-Mecklenburg Board of Education.
Appointments are made for four-year terms with no one serving more than two consecutive full terms. Must be a resident of Mecklenburg County.
Applications are due by June 5th, 2026.

Mecklenburg EMS Joint Agency Board of Commissioners
In 1996, the Mecklenburg Board of County Commissioners created the Mecklenburg Emergency Medical Services Agency, per a Joint Undertaking Agreement between the County and the Charlotte-Mecklenburg Hospital Authority (CMHA), and includes participation by Presbyterian Health Services Corp. (now doing business as Novant Health Southern Piedmont Region, LLC).
This Agreement, as amended and restated, establishes, pursuant to N.C.G.S 160A-462, a joint governmental agency known as the Mecklenburg Emergency Medical Services Agency. The primary purpose of the Agency was to contract with the County through a separate EMS Services Agreement to provide EMS services to Mecklenburg County and its residents. The Agency was authorized to do business under the name of "Medic."

Metropolitan Public Transportation Authority

The North Carolina General Assembly and NC Governor passed and signed into law effective July 1st, 2025 Session Law 2025-39; The Projects for Advancing Vehicle-Infrastructure Enhancements (“P.A.V.E.”) Act. The P.A.V.E. Act authorizes Mecklenburg County to create a new Mecklenburg Public Transportation Authority (“MPTA”) in Section 5.1. The P.A.V.E. Act authorizes Mecklenburg County, the City of Charlotte, the Towns of Cornelius, Davidson, Huntersville, Matthews, Mint Hill, and Pineville (collectively the “Appointing Authorities”) to appoint members to the MPTA. The P.A.V.E. Act requires that certain actions be taken by the MPTA by January 1st, 2026 under Section 6.2 of the P.A.V.E. Act. The Appointing Authorities acknowledge that the NC Secretary of State’s issuance of a certificate of incorporation to create the MPTA would be contingent on the approval of a voter referendum authorized by the P.A.V.E. Act.

Nursing Home Community Advisory Committee
The Nursing Home Advisory Committee serves as a liaison between the Board of County Commissioners and local Nursing Homes. Community Advisory Committees (CACs) promote and protect the rights of
residents living in adult care homes and nursing facilities through regular
visitation to long term care facilities in the county.Responsibilities

Park and Recreation Commission
The Park and Recreation Commission will serve as the recreation advisory body for the Mecklenburg Board of County Commissioners. The Commission will propose recreation regulations, which in its judgment are necessary to support and protect the assigned responsibilities as defined in its resolution. The Commission will serve as a liaison between the Board and the residents of the County. The Commission will consult with and advise the Board in all matters affecting recreation programs, and in the acquisition and disposal of lands and properties related to all aspects of the County recreation program, and to its long-range, projected programs for recreation.

Public Art Commission
The County hereby appoints the Charlotte/Mecklenburg Public Art Commission as a joint commission of the Board of County Commissioners and the Charlotte City Council to carry out the Public Art ordinance.
The Public Art Commission may, from time to time, select advisors for particular public art projects in accordance with the size and complexity of the projects. The Public Art Commission shall encourage broad community participation in the public art program, including naming a community representative on artist selection panels.
The Public Art Commission shall engage ASC by contract to administer the public art program pursuant to an agreement between the County, the Public Art Commission and ASC.
The Public Art Commission shall establish policies and procedures for the operation of the program. The Public Art Commission, assisted by ASC staff, shall annually review the capital projects proposed by the County, including those in the Capital Improvement Program, to determine which are Eligible Projects. Based upon such information, the Public Art Commission shall prepare an annual work plan for approval by the Board of County Commissioners.

Public Transit Advisory Committee
The Public Transit Advisory Committee (PTAC) was established by the Metropolitan Transit Commission (MTC) effective January 1, 2025, through an interlocal agreement between the City of Charlotte, Mecklenburg County and the six towns. PTAC replaces the Citizens Transit Advisory Group (CTAG) and the Transit Services Advisory Committee (TSAC).
PTAC is responsible for (1) reviewing the CATS CEO’s proposed operating programs and five-year capital programs, (2) reviewing transit policies, (3) serving as an initial forum for suggestions and complaints concerning fares, routes, and schedules, and (4) making recommendations to the MTC regarding these matters. PTAC shall also be responsible for providing such other advisory functions as directed by the MTC.

Region F Aging Advisory Committee
The Region F Aging Advisory Committee was established by legislative authority NC SB 479- Enabling legislation: Older American's Act Section 1321.57 Area Agency Advisory Council to assist the Area Agency on Aging staff to provide
direction for programming and services for the population aged sixty and over in Region F relative to: Developing and administering the area plan; Conducting public hearings if and when necessary; Representing the interest of older persons; and Reviewing and commenting on all community policies, programs and
actions which affect older persons with the intent of assuring maximum coordination and responsiveness to older persons.The geographical area served by the RFAAC shall coincide with the boundaries of the Centralina Council of Governments Region F - State Planning organization consisting of the nine counties of Anson, Cabarrus, Gaston, Iredell, Lincoln, Mecklenburg, Rowan, Stanly and Union. Each county will have a roster of three delegates and an alternate. All members are considered volunteer and will serve without compensation. Terms begin on July 1 and end on June 30th.

Small Business and Entrepreneurship Advisory Board
The purpose of this advisory board shall be to provide resident input, evaluations and recommendations relating to the interests, concerns and issues of small businesses and entrepreneurs in Mecklenburg County in coordination and cooperation with the Mecklenburg Office of Economic Development.

Storm Water Advisory Committee
To review and recommend storm water management policies, policy changes, long-range plans and their budgetary and rate impacts. Review and comment on capital improvement programs. Review and comment on the annual operating budget for their respective service charge areas, including but not limited to, public education activities, customer service, and the building and collections system. Hear appeals and reach decisions on: service charges, credits, and adjustments. Hear requests for changes from City and County staff and from private parties and make recommendations to the City Council and the Board of County Commissioners on the following matters: the application, modification, and enforcement of storm water policies.

Town of Davidson Planning Board
The Planning Board serves as an advisory board to the Board of Commissioners on all matters of planning and zoning. Specifically, the board renders opinions and makes recommendations regarding the planning ordinance, land use plans, and development projects in accordance with the provisions established in the Davidson Planning Ordinance, Section 13.

Town of Huntersville Planning Board
The Planning Board functions as an advisory board to the Town Board on all requests for changes in the zoning laws, and ordinances of the Town of Huntersville subdivision requests pursuant to the Huntersville Subdivision Ordinance, and is empowered to make recommendations to the Town Board, or other governmental agencies consistent with the Planning Board's charged obligation to provide for proper planning for the future growth of the Town of Huntersville, and its environs.

The Planning Board investigates town plans and growth and makes recommendations to the Board of Commissioners.

Town of Mint Hill Board of Adjustment
The Board of Adjustment hears zoning appeals and requests for variances from the zoning ordinance.

The Planning Board advises the mayor and commissioners on zoning and land use decisions in the town.

The Planning Board advises the Mayor and Town Council on zoning and land use decisions in the town and generally meets when needed.

Unified Development Ordinance Board of Adjustment (UDO)
The Zoning Board of Adjustment an eight member Board. This includes five regular members and three alternates. Five members are appointed by the Charlotte City Council, two are appointed by the Mayor of Charlotte, and one is appointed by the Mecklenburg County Commission. The appointments are for three years and each member may serve two consecutive terms. The Zoning Board of Adjustment has the authority to hear and decide appeals from a decision made by the Zoning Administrator and to hear and decide petitions for variances from the requirements of the Zoning Ordinance.
Appointments are made for three-year terms with no one serving more than two, consecutive, full terms. The appointee must live in the City of Charlotte ETJ (i.e. not living within the City limits but within the City’s zoning jurisdiction

Waste Management Advisory Board
To provide citizen input & evaluations & recommendations of solid waste management issues in coordination & cooperation with the Solid Waste Unit of the Mecklenburg County Land Use and Environmental Services Agency (LUESA), in order to achieve the following goals and objectives:
1) To assist the County and participating local city and town governments in Mecklenburg County in the development and implementation of a long range waste reduction & management plan that conforms with the requirements of the State & acceptable to the BOCC & the participating local govts;
2) To recommend & to evaluate approaches to solid waste management strategies;
3) To assist in developing effective solid waste management functions among the County and participating local govts;
4) To monitor progress in implementing the Solid Waste management Plan and/or LUESA Strategic Plans & to provide recommendations for program advancement;
5) To act as a review & implementation advisory group for solid waste related projects;
6) To provide regulatory oversight of actions & decisions made by LUESA-Solid Waste with respect to various solid waste ordinances;
7) To provide an oversight of the process and procedures used by LUESA-Solid Waste with respect to the issuance or denial of solid waste permits & the enforcement of the ordinances and laws & regulations of the State;
8) To hear appeals of LUESA-Solid Waste decisions; and
9) To provide an annual report to the BOCC. The report shall be submitted in Nov of each calendar yr. -

The Women's Advisory Board is to identify periodically the Status of Women in Mecklenburg County; to work toward the betterment of the status of women in education, employment, family, community, health, law, finance, and social services; and to provide community leadership opportunities by initiating and promoting programs designed to serve the needs of women.
