PredictBy is a research and consulting firm focused on social, behavioural and data science. We conduct rigorous applied research and consulting projects for private companies and public institutions. In particular, PredictBy maintains a strong reputation for delivering high quality projects for the European Commission, the European Parliament, and other EU Institutions as well as national and regional governments. Our interdisciplinary team operates from offices in Bonn and Barcelona. PredictBy has broad expertise in EU policy and regulation in the areas of health, climate change, public sector reform and digital transformation.

The role
As a Senior Research Consultant, you will be part of a multidisciplinary, dynamic, and growing team in Bonn and Barcelona, working in a collaborative and intellectually stimulating environment. You will lead and contribute to projects for the European Commission, the European Parliament, EU agencies and national governments — evaluations, impact assessments, studies, and applied research that informs how policies are designed, implemented and reviewed. You will work alongside leading experts, policymakers and stakeholders across Europe, taking real ownership of substantive workstreams from the start.
Key responsibilities:
- Lead workstreams within research and consulting projects, including planning, delivery and quality.
- Contribute to client engagement: prepare materials, attend meetings, follow up on actions, and develop confident, well-judged relationships with public-sector clients.
- Lead and contribute to reports, proposals and other written outputs in English for EU institutions and public-sector clients.
- Conduct desk research (e.g. systematic and scoping literature reviews, policy and document analysis).
- Conduct qualitative research (e.g. interviews, focus groups, stakeholder consultations) and design supporting tools (questionnaires, discussion guides).
- Contribute to proposals for tenders and EU funding calls, drafting methodology, inputs and contributions to bid materials.
- Support and mentor more junior team members as the Bonn office grows.
Required skills and experience
- Strong academic background, preferably Master’s or PhD level, in economics, public administration, political science, business informatics, computer science, law, psychology or a related field.
- 4 to 6 years of relevant professional experience in a similar role (consulting firm, research institution, university, think tank).
- Experience working on EU public policy or EU-funded research and consulting projects.
- Strong analytical and writing skills in English, with the ability to produce clear, high-quality written outputs to deadline.
- Desirable: Demonstrable experience applying generative AI tools to research and consulting tasks — for example in literature synthesis, drafting analytical content, or working with long documents and policy texts.
- Knowledge of both quantitative and qualitative research methods.
- Strong communication and stakeholder engagement skills.
- Comfort operating with high autonomy in a small, distributed team.
- Ability to work independently and as part of teams distributed across Bonn and Barcelona.
- Fluency in English (our primary working language). German is welcome and useful for the German-market dimension of our work, but not a requirement — most of our delivery is in English for EU institutions and EU public-sector clients.

- Hybrid working: The role is based in our Bonn office with weekly on-site presence. We are open to hybrid arrangements that combine work in Bonn with home office work from elsewhere in Germany, and will work with you to find a setup that fits.
- Hours: Full-time (40 hours per week).
