ISETS is pleased to announce that its President, Xunpeng (Roc) Shi, was invited to speak at the UN ESCAP Regional Policy Dialogue, Building Resilience in the Face of Crisis, held in Bangkok ( ). The dialogue was opened and attended by Ms Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of ESCAP, and brought together leading experts to discuss the implications of the Middle East crisis for Asia-Pacific economies. Professor Shi delivered the energy thematic presentation, focusing on the Strait of Hormuz shock and its implications for regional energy security, clean energy transition and cooperation. He highlighted that the crisis is a direct energy security stress test for Asia-Pacific, and that short-term crisis responses should avoid deepening fossil-fuel dependence while accelerating a more resilient, electrified and low-carbon energy system. His remarks also outlined practical priorities for regional action, including stronger grid interconnection, energy-risk monitoring, fuel-sharing, reserve coordination, transition finance and technical assistance for vulnerable economies. China's just-released "Carbon Peaking & Carbon Neutrality Comprehensive Evaluation and Assessment Measure" is more than a routine policy document. It places carbon control squarely into the country's core governance framework. What stands out is the institutional architecture. The assessment is led by the Central Organization Department — not an environmental agency — and directly tied to the performance evaluation of provincial Party and government leadership. This is a deliberate signal: climate action is now a binding political mandate, transmitted layer by layer from the top down. The "5+9" indicator system — five hard caps on emissions, coal, oil, and non-fossil share plus nine supporting metrics — moves oversight well beyond energy efficiency and into structural transformation itself. And the "bottom-up target-setting with central approval" approach offers a pragmatic response to China's regional diversity while preserving national coherence. Much will depend on data integrity and how the system navigates transition pressures in carbon-intensive provinces. But the direction is unmistakable. China is building hard-nosed institutional teeth to deliver its climate promises. China’s Carbon Evaluation System: A Political Mandate from the Top Down China recently introduced the "Carbon Peaking & Carbon Neutrality Comprehensive Evaluation and Assessment Measure" – but this is not just another environmental guideline. It is a central government directive, backed by the highest level of political authority. What does that mean in practice? 1. Party & government accountability Provincial-level Party committees and governments are jointly evaluated ("same responsibility, same post"). Failure to meet carbon targets directly affects leadership performance reviews and career advancement. 2. Layer‑by‑layer implementation The measure flows from the central leadership → line ministries and departments → provincial governments → city and county levels. Every level must translate carbon goals into concrete action plans. 3. Compliance as a political task Unlike voluntary ESG frameworks, this is a binding performance benchmark embedded in China’s governance system. It signals that carbon neutrality is a non‑negotiable national priority. What gets measured? 5 mandatory control indicators: carbon intensity, total emissions, coal & oil consumption, non‑fossil energy share 9 supporting indicators covering industry, transport, buildings, etc. Annual rating: Excellent, Qualified, or Unqualified – with real consequences. Why the world should watch As the largest emitter and renewable energy investor, China is building hard institutional teeth to deliver its 2030/2060 pledges. This is not about nice‑to‑have sustainability – it’s about command‑and‑accountability implementation.
